Nations worldwide have responded to COVID-19 through 1,100 social protection programs to help 1.8 billion-plus people. Yet recipients are largely in the dark about the programs and do not know how to access funds. This blog examines the importance of better communication around social protection programs, particularly for the vulnerable population.

In response to COVID-19, 212 countries have planned or implemented more than 1,100 social protection programs to help over 1.8 billion people (as of September 2020). But while this looks impressive on paper, many of these programs’ intended recipients don’t know about the programs, or how to access these funds. For example, in India, less than 50% of the intended beneficiaries of the government’s COVID-19 relief package were aware of the benefits available to them. This is because communication around these programs is often weak and poorly targeted. Poor communication results in exclusion, misinformation and rumors, which in turn lead to a negative spiral of perceptions, lack of credibility, and reduced opportunities to optimize the uptake and impact of the programs. Below, we’ll discuss the importance of raising awareness of social protection programs, particularly in light of the pandemic, and explore how governments and program administrators can improve their communication to vulnerable populations. Though this issue is global, we’ll use examples from MSC’s research in India and Indonesia.

COVID-19 has seen governments across the globe walk a tightrope as they scramble to contain the spread of the disease while keeping the economy stable. In this unprecedented situation, ground-level data for evidence-based decision-making assumes critical significance. This blog looks at five key lessons from MSC’s research on COVID-19.

Despite the unprecedented global effort, governments across the globe continue to struggle as they impose containment measures to reduce the spread, keep the health infrastructure up and running, and manage the fragile economy. In this situation, donor agencies and research agencies are doing their bit by trying to equip policymakers with ground-level data for evidence-based decision-making. In the past three or four months, we have seen the publication of multiple research reports. These research exercises focused on different aspects of the crisis, namely health behavior, food availability and consumer behavior, economic impact and finances, and government responses, among others. At MSC, we have a deep understanding of the poor, their household-decision making and gender dynamics, and the relationship of these factors with governments, regulators, and private sector players. The pandemic made it imperative for us to spearhead efforts to support policymakers with evidence and generate recommendations for decision-making through a series of synergistic research studies.

Consent forms are the backbone of data protection efforts worldwide, but there’s a problem: no one reads them. To protect people’s data, policy makers must go beyond consent.

As digital financial services (DFS) gain popularity in developing countries, it’s becoming more important than ever for data protection legislation to protect consumers’ rights. Simply obtaining consent is not an effective way to protect data rights. We outline three legal approaches to data protection for the 21st century that go beyond consent: 1) Limiting data use to legitimate purposes; 2) Establishing a fiduciary relationship between providers and consumers; and 3) Appointing learned intermediaries to help consumers. By taking one or more of these approaches, policy makers can avoid the shortcomings of the notice and consent model, protect citizens’ personal data, promote trust and confidence in DFS and still leave plenty of room for DFS providers to innovate.
